A few years back team LF started investigating one of New Zealand’s worst cyberstalking platforms, the net result of that investigation and expose was the complete decimation of that particular web forum, barring a few seriously deranged individuals who continue to hang on desperately to what appears to be their entire social life.
Over the past few weeks we have noticed a very similar pattern developing on one of New Zealand’s lesser known political blogs, a little joint run by a bloke called Pete George.
Just as with ACCForum there is a central figure that the handful of Pete George’s followers despise, on this occasion the focus of that hatred is Kiwi blogger Cameron Slater.
In fact when one googles the site one finds this;
Slater is the number one topic, at least according to googles assessment. Of course Pete George himself often attempts to explain away the procupation he and his followers have, but their explainations would not hold water in a court of law.
YourNZ started out as an offshoot of an electoral campaign, that of the blogs owner and sole author, Pete George. For some unknown reason Pete George having lost the election for Mayor of Dunedin city decided that he would continue with his political blog and a developing obsession for dissing others, in particular any bloger that had prevented him posting comment on their far more successful sites.
Pete George has one major flaw however, no doubt a key factor in voters ignoring his existence during his campaign for election, he is of course a complete and utter fuckwit. There would not be a successful Kiwi blogger that held the view that Pete George had a worthwhile opinion.
This pretty serious flaw has been well and truly cemented into history over the past few months with a number of decisions he has taken. In fact it is one of these decisions that bring us to the handful of followers who appear to have attached themselves to Pete George’s hefty political man-tits .
Most of the commenters like to remain concealed, much preferring the safety the anonymity affords them and their strange habits. They are of course, like most in this catagory, highly poisonous, most also displaying an over inflated opinion of themselves and of course Pete George; so long as they are getting their own way
Key amongst the most loyal of these followers has been a character who hides behind the moniker Mike C.
Whilst Mike C is anonymous to almost all of Georges other followers there are clearly some who comment on occasion who have their own suspicions as to Mike C’s real identity.
It was Mike C’s extremely bad online behaviour that first caught team LF’s attention. As the months passed Mike C took more and more liberties, in fact one could actually probably more accurately describe the behaviour as risky, in that on many occasions “Mike C” has likely committed a number of criminal offences, at least in so far as New Zealand’s criminal code relates to residents of that country.
Team LF have actually documented all of these events, but that is beside the point. The point of this post is to share with LF readers a little more of the hidden truths that so often often lay behind politically motivated blogs such as YourNZ.
To do that one has to take a close look at who it is these blogs attract, especially in the way of the more vociferous or nastier commenters.
The emergence of Mike C
From LF’s perspective Mike C was selected because they appeared, at least to some extent, to have taken a degree ownership in YourNZ, a blog that is clearly the property of Pete George.
This type of territorial behavior often conceals a serious psychological disturbance but we’ll touch on that in more detail a little later. For now we’ll start by giving readers a taste of what it is we mean by “taking ownership”
Of course poor old Pete George was obviously none the wiser, he had absolutely no idea of how his blog and personal schema were being toyed with at this point; just how dangerous and expensive Mike C and people like them can turn out to be.
Pete George is also clearly not aware that Mike C is just one of many characters that are being played by just one person. Later on though George would not only know exactly how many genuine followers he has and decides to play the game for his own reasons.
Suffice to say, the person behind the alias Mike C was, as far back as 2013, running at least five online fake identities. This is the text book behavior of either a nut-job or what’s commonly called a troll.
The character of Mike C however has a foot in both realms, being both a certifiable nut-job, hell-bent on exacting revenge, in particular against Slater, and a cyber troll with a lengthy resume when it comes to trashing and smearing their victims.
Among the list of Mike C’s many other monikers on YourNZ are Frank May, Wigwam, MuddleChild and Kathy Maddren. Of course these monikers have not limited their home range to Pete Georges blog, many of the same fictitious identities over the past two years have been used on Cameron Slater’s blog Whale Oil’ that is until they were permanently banned, blocked and removed by that sites moderators.

In fact the Whale Oil site proved to be an invaluable investigative tool, assisting greatly in identifying the individual behind all of these fake identities, despite the Whale Oil ban and the materials removal.
The fact is that many of those comments were still available in both online archive and Google search result synopsis.
We’ll now alleviate readers hunger. The individual hiding behind the aforementioned false identities is one Francisca May Elizabeth Halligan, variously also known to friends and family as Frankie or Francie Halligan and online as Frankly.Speaking, Permanent.Pudding, iNoob, Mike C, Kathy Maddren and Trout Poop, the list is of course probably much longer.
Halligan was born and raised during the 1960’s in the small Wakato town of Te Aroha where she attended the local Stanley Avenue Primary School with her two siblings, Penelope (Pene) Milne (nee Halligan) and Joanne Palmer (Nee Halligan).
We will come back to Halligan’s two sisters later in the post, as in the case of one sisters current business dealings, Fransisca’s online mutant ninja attacks using Pete Georges blog may be able to be explained
Until 2014 Halligan seemed contented with roaming around websites and cyber forums generally pissing people off, but then for some reason the childish behavior turned into something far more sinister – cyber-stalking.
A pattern begins to emerge as Halligan had made a habit of pulling bits and pieces from the internet and then in real life physically tracking people down and harassing them.
For LF readers who are familiar with our investigation into ACCForum.org this behavior will ring a bell, it certainly did with us, as its mirrors the behavior of key ACCforum members almost exactly, often with the same objective; revenge for a perceived slight or in some case for no particular reason at all.

By 2014 Halligan had also progressed to commenting on the Whale Oil blog, using at least two of her monikers, Frank May and Kathy Maddren.
In fact it appears to us that by mid 2014 she had started supplying the Whale Oil tip-line with material, some of it obviously way off the mark and in all likelihood highly defamatory.
The Nom de Guerre “Frankie May” is inclined to forget so much of what she posts on YourNZ, as is Pete George. Whats more Halligan’s letter above certainly sound’s like that of a spurned lover.
A particularly good example of the stories that we have been able to isolate was published back in ….2014, it may have been the last contribution Slater & Co accepted from Halligan for the reason that she had started to prove to be problematic in that the material she was supplying was defamatory
That fact aside, the Whale Oil site appeared to give one of Halligan’s many alias the credit for much of the material Halligan had supplied, used for what appears to have been a hatchet job on the rape complainant TANIA BILLINGSLEY.

The important thing about that story is that it was in fact an attack on the credibility of the rape allegations that had been made against the Malaysian diplomatic military attaché Muhammad Rizalman bin Ismail
In fact, LF suspects that Slater may have used a quote from one of Halligan’s (aka “Frank May”) own emails to pad out the article, as the writing style and use of vocabulary bears strong similarities with that of the langauge used by Halligan’s many other online alter ego’s;
Are Billingsley and Besley just work colleagues ??? Are they flatmates ??? Are they more than friends ??? Is it possible that they have been lovers ??? …
Shouldn’t the Police be investigating the fact that Tania Billingsley (Alleged Attempted Rape Victim), and Tabitha Besley (Wellington Rape Crisis Centre Annual Appeal Fundraising Manager) …. just so happened to be very close associates and friends for the past more than three years prior to that night in May 2014 ???
If I was a Policeman, and I found out that a close personal relationship between an alleged attempted rape victim and a rape crisis centre worker had already existed for several years before an attempted rape allegation was made, I would think that it was far too much of a co-incidence, and I would embark upon some serious investigation into what the relationship between those two parties actually was … to rule out “A Suspicious Conflict of Interest by Association … Casting Doubt on the Authenticity of the Allegation” ….
Personally, I stopped believing in co-inky-dinks years ago …

What’s also clear is that following this particular Whale Oil article Halligan herself obviously decided to start tidying away any inconvenient remnants of her online presence, especially anything that risked betraying her real identity, at least that which she had any control over.
She would have been more than aware that the women she had just helped to trash, Tania Billingsley and Tabby Besley, using Slater’s blog, would have been actively searching for any evidence or clues as to the real identity of “Frank May”.
From our experience this sudden desire to adjust privacy settings on things such as Facebook profiles is often one of the first signs that something is up.
In fact, it must have dawned on Halligan herself only recently that she was being hunted, because she and her sister Penelope once again decided to make a few adjustments to the privacy settings on the “GENI” genealogy website they both had linked accounts with.

To late however, LF had already been there and obtained the required evidence. In fact that site proved to be very useful conveniently listing the blood relationships of several generations of the Waikato branch of the Halligan family, further proving Fransica Halligan’s real identity, her relationships and the possible motivations behind her more recent activity on Pete George’s YourNZ.

The absence of material available on-line as we said often points to a target and not away as they might think, just as the sudden adjustment or removal of material as an afterthought.
Once we had established the likely identity of Francisca Halligan and importantly her siblings, via archived web material, we then looked more closely at the siblings.

Joanne Halligan aka Joanne Palmer is currently a resident of Auckland where she owns and operates a beauty therapy business from her home in the suburb of Hillsborough.
Penelope Halligan aka Pene Milne also resides in Auckland, the principle of an up market real estate agency, Milne & Co and co director of a property company.
It is the later sisters business dealings that immediately caught our eye, principally because Mike C, aka Fransisca Halligan expressed very strong views, we’d say bordering on the defamatory, using Pete Georges blog, on a story that Whale Oil journo Stephen Cook had penned more recently. She also seemed to be in possession of what one could call insider knowledge.
In fact the way in which Halligan has attacked the victims, in that case involving an extremely corrupt REAA and Real Estate fraudster Mrtin Honey, was sufficient cause for LF to dig a little deeper.
As a result of our hunch we seem to have struck apon quite a remarkable coincidence, at least that will be how Francisca Halligan will no doubt want to be painting it.
As is turns out Francisca Halligans sister Pene Milne, the “top end” realtor, is rather close to the REAA and some of its senior officers. There is also a seriously high probability that Pene Milne, nee Halligan, has a business relationship with, or at the very least personally knows, Real estate fraudster Martin Honey.

Quite aside from the obvious, New Zealand’s real estate industry is an extremely small world, there is another interesting fact. Pene Milne (nee Halligan) and her company Milne & Co were dealt with by the REAA’s CAC, after the authority received a shocker of a complaint involving the loss of near 100K, an auction balls-up by made by Pene and her auctioneer, John Bowring (See link below for REAA CAC decision)
In that case, somewhat amazingly we believe, Pene Milne (nee Halligan), managed to escape any liability for the extraordinary incompetence which had caused the vendors huge loss.
LF is of the view that this case is another of the corrupt REAA’s so-called CAC investigations involving the ever so corrupt Kate Davenport QC, Gaukroger and Denly that need to be looked at far more closely.
New Zealand is such a small world. LF will be continuing to research Halligan’s online and off line activities. With that in mind we would like to hear from anyone who has been affected by any online activity by Francisca Halligan or any one of her many alter ego’s and or anyone who may have additional knowledge that they wish to volunteer, discretion is assured.
We would also like to hear from the complainants in the above case, Judith and Douglas Eades, who we suspect may have been duped by biased REAA CAC determined to cover Milne’s arse.

Francisca Halligan has just admitted publicly, using Pete Georges blog YourNZ, that she is the woman behind the nasty trolls and kiwi law breakers that team LF have exposed – The prosecution rests:
Beyond Halligans obvious admission we are not quite sure what she is referring to, suffice to say absolutely no one other than team LF members, all based outside New Zealand, participated in identifying Halligan, her many nom de guerres and her online activities.
That process in fact started with archived material – Halligan being named, identified and linked to trolling/malicious activity on another website on the 22 May 2013 (see exhibit below);
